Highlight from the 2024 Long-Term Renewable Resources Plan by the IPA
The Illinois Power Agency filed the 2024 Long-Term Renewable Resources Procurement Plan with the Illinois Commerce Commission (ICC) on October 20, 2023 in Docket 23-0714, which details the goals and strategies for the IPA’s renewable energy programs and procurements, including program capacity and renewable energy credit pricing for the Illinois Shines and Illinois Solar for All programs over the 2024-2025 and 2025-2026 Program Years.
Changes proposed in the filed 2024 Long-Term Plan that impact Illinois Shines include, but are not limited to:
- Proposed approach to Group A capacity levels
- Partial closing of the Program to Part I applications from May 27 to June 2, 2024, to prepare for next Program Year
- Updated uncontracted capacity redistribution prioritization
- Updated Traditional Community Solar Scoring guidelines
- Distributed Generation and Community Solar sub-categories for the Public Schools category
- Annual status renewal requirement for EECs majority owned by an EEP qualifying based on residency
- 200% DC/AC ratio limit for systems that include a battery/storage component
- Clarification on Community Solar residential and small commercial customers with multiple subscriptions requirement
- Proposal of application processing fee of $20 per kW, not to exceed $15,000 per project
- Establishment of a Solar Restitution Fund to provide economic assistance to harmed customers
